The Ministry of Finance and Planning has received financing from the Inter-American Development Bank (IDB) toward the cost of the Fiscal Support Program to Regain Growth (FISREG), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes:
- Reviewing of the current ICT environment, meetings with relevant institutional stakeholder such as relevant departments, designated personnel, etc. and an assessment of the operational, infrastructure, connectivity, and security requirements required to support the Directorate’s activities.
- Assessing networking and core infrastructure requirements including structured cabling, wireless connectivity, switching and routing infrastructure, security appliances, server infrastructure, storage requirements, printing and communications equipment, backup and disaster recovery considerations, and operational continuity requirements.
- Assessing requirements associated with end-user devices and basic institutional software, including laptops or workstations, centralized file services, office productivity tools, PDF and document management tools, antivirus and endpoint security, and related operational software required for the future operation of the offices.
- Providing recommendations regarding physical and logical security measures for the facilities, including access control mechanisms such as biometric or card-based access control systems, as well as their possible integration with future HRM or administrative management systems.
- Reviewing the current infrastructure layout and identifying the technical requirements associated with the future operation of the offices, including recommendations regarding network segmentation, connectivity between operational areas, equipment distribution, centralized management capabilities, and future scalability considerations.
- Reviewing the current FreeBalance infrastructure environment and assessment of future infrastructure implications associated with platform expansion, scalability requirements, storage growth, redundancy, and disaster recovery capabilities.
- Providing operational continuity considerations associated with power outages, backup power requirements, infrastructure resilience, and disaster recovery measures, including preliminary recommendations associated with fire protection and recovery considerations for ICT infrastructure environments.
- Preparing the corresponding technical specifications and recommendations required to support future procurement and implementation activities.
The Program Implementation Unit (PIU) FISREG of the Ministry of Finance and Planning now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
QUALIFICATIONS:
- Minimum 7–10 years of professional experience in ICT infrastructure assessments and technical architecture design.
- Proven experience preparing technical specifications for government or institutional ICT projects.
- Demonstrated Experience in networking, server infrastructure, storage, and disaster recovery
environments.
- Experience supporting procurement preparation processes.
Knowledge of financial management platforms and enterprise infrastructure environments is considere dan advantage.
Consultants will be selected in accordance with the Inter-American Development Bank’s Policies for the Selection and Contracting of Consultants (GN 2350-15), using the ‘Selection of Individual Consultants’ method, and the process is open to all eligible bidders as defined in the policies.
