Background

In February 2026, the Republic of Suriname has issued a Social Bond to finance eligible social expenditures and priority social projects.

The Ministry of Finance and Planning (Employer), for the benefit of the Ministry of Agriculture, Animal Husbandry and Fisheries now invites sealed bids from eligible bidders for the supply and related services of heavy machinery.

Scope of Supply (Lots)

  • Lot 1: Hydraulic Excavator – 14/16 ton (small) – 1 piece
  • Lot 2: Hydraulic Excavator – 21/22 ton (standard/medium) – 2 pieces
  • Lot 3: Hydraulic Excavator – Extra Long Reach – 2 pieces
  • Lot 4: Agricultural Tractors & Implements – multiple items (75 hp, 105 hp tractors, disc harrows, ploughs, grader blades)

Procurement Method

Bidding will be conducted through International Competitive Bidding (ICB) procedures, in accordance with the internationally recognized procurement and control practices and Suriname’s Social Projects Procurement Framework (Feb 2026).

Eligibility

Participation is open to all firms that demonstrate their (in accordance with the Bidding Document):

  • Legal eligibility (no sanctions, conflicts of interest)
  • Financial capacity
  • Technical capacity (experience in supply of similar machinery within the last 5 years)

Bid Evaluation

Evaluation will be based on the lowest evaluated responsive bid, considering:

  • Technical compliance with specifications
  • Delivery schedule and after?sales service
  • Price and commercial terms

Clarifications

Requests for clarification must be submitted in writing to the Employer no later than 3 July 2026. Responses will be shared with all interested bidders to ensure transparency.

Submission & Opening

  • Bids must be delivered to the address below by 17 July 2026, 11:00 a.m. local time.
  • Late bids will be rejected.
  • Bids will be opened publicly at 11:15 a.m. local time on the same day, in the presence of bidders’ representatives who choose to attend.

All documentation must be submitted in English.
